2021 Eiffel Excellence Scholarship for Masters and PhD Students in France
The Eiffel Excellence Scholarship Program was established by the French Ministry for Europe and Foreign Affairs to enable French higher education institutions to attract top foreign students to enroll in their masters and PhD programs.

It gives opportunity to the future foreign decision-makers of the private and public sectors, in priority areas of study, and encourages applicants up to 25 years old from developing countries at master’s level, and applicants up to 30 years old from developing and industrialized countries at PhD level.

The Eiffel scholarship program has two components:
• a master’s component, which makes it possible to finance a diploma course at master’s level, from 12 to 36 months;
• a doctoral component, which makes it possible to finance 12-month mobility

Scholarship Details:
The Eiffel scholarship program is a tool developed by the Ministry in charge of foreign affairs to enable French higher education establishments to attract the best foreign students to graduate courses at master’s and doctoral level.
It helps to train future foreign decision-makers, from the private and public sectors, in priority fields of study, and to stimulate applications from students from emerging countries for the master’s level and from emerging and industrialized countries for the doctorate level.
The four major fields of study concerned by the Eiffel scholarships are:
- The right;
- Economy and management;
- Engineering sciences for master’s level, sciences in the broad sense for doctorate level (engineering sciences; exact sciences: mathematics, physics, chemistry and life sciences, nano and biotechnologies, earth sciences, universe and environment, information and communication sciences and technologies);
- The political sciences.
Scholarship Requirements:
In order to be eligible to apply for the scholarship, applicants must:
- Nationality: this program is reserved for applicants of foreign nationality. Binational applicants, one of whose nationalities is French, are not eligible.
- – Age : Masters level, the candidate must be 25 years old or less during the 2020 application campaign; i.e. born after March 1995. Doctoral level, the candidate must be at most 30 years old during the 2020 application campaign; i.e. born after March 1990.
- – Origin of the files: only applications sent by French establishments are admissible. The latter undertake to register the laureates in the training for which they have been selected. Applications sent by other means are not admissible. In addition, a candidate presented by more than one institution will see his application rejected.
- – The training courses concerned: Candidates likely to enter training leading to a master’s level diploma, including in engineering schools, and doctoral candidates are eligible. Only training courses accredited by the French state are eligible. French training courses abroad are not concerned. Training under an apprenticeship or professionalization contract is not eligible for the Eiffel scholarships. Cumulation of scholarships: foreign students already benefiting from a scholarship from the French government under another program, at the time of application, are not eligible, even if it is a scholarship that only covers the social Security.
- – Eiffel scholarship master component: the application of a student whose file was not selected during a previous selection is not admissible, even if this application is submitted by a different establishment or in another field of study. The application of a student who has already benefited from an Eiffel scholarship at master’s level is not admissible for this same level.
- – Eiffel scholarship doctoral component: institutions can present for a doctoral scholarship a candidate who has already received an Eiffel scholarship at master’s level. A candidate who has already benefited from an Eiffel scholarship as part of his doctorate is not eligible again for an Eiffel scholarship. The application of a student whose file was not selected during a previous selection for this level is not admissible, even if this application is submitted by a different establishment or in another field of study.
- – Language level : establishments which preselect non-French-speaking candidates must ensure that their linguistic level matches the level required by the training. Students studying abroad are priority on those who already reside in France.
Scholarship Duration and Benefits:
French higher education institutions which present candidates for the Eiffel program undertake to register them:
- either in training leading to a master’s degree;
- either in an engineering degree;
- either as a doctorate within the framework of a joint supervision or co-supervision of a thesis with a foreign higher education partner.
Scholarship Duration:
For the two parts of the Eiffel program, the scholarship is awarded for the academic year corresponding to the call for applications. The start of the stay must be between September 1 and December 31 of the year in which the scholarship is awarded.
No postponement of the scholarship is possible. The stay is financed by the scholarship only for periods taking place in France, except in certain cases for periods of internships or exchanges, see below.
Master-level: The scholarship is awarded for a period of:
- – 12 months maximum when registering for M2; – 24 months maximum for enrollment in M1;
- – 36 months maximum for the preparation of an engineering degree. It is awarded on condition that the student has fulfilled the academic obligations for each year of the course.
- If the scholarship holder follows intensive prior language training, he may benefit from the Eiffel scholarship for a maximum of 2 months during this training, if it is clearly indicated in the application file and it cannot be requested a posteriori. The Eiffel scholarship does not cover the cost of this training.
PhD level:
- The Eiffel scholarship is awarded for a period of 12 months in France.
- As an exception, the 12-month scholarship in France may, after approval by the selection committee, be split up to three stays at most.
- Each stay in France cannot be less than 4 months.
In any case, the scholarship may not extend beyond 24 months, periods outside France included. Splitting of the grant: a calendar of stays must be defined and communicated to Campus France on the 1st er stay. In case of modification of the schedule, after 1 er stay, it is compulsory to communicate the new dates at least 2 months before the date of the next stay.
Failure to comply with these deadlines does not guarantee the resumption of payment of the grant. Only law scholarship students have the opportunity to take French courses at the same time as their studies.
The request must be made in the application file. If language training is not explicitly requested in the application file, it cannot be requested later.
Calendar:
Online posting of application files: week of September 28, 2020;
- – Deadline for receipt of applications by Campus France: January 8, 2021;
- – The student will have to contact the establishment which will present his application, to know the deadline for submitting his request within the services of this establishment;
- – Publication of results: week of March 22, 2021. The announcement of the results in March, allows students who apply for other scholarship programs, to be aware of the Eiffel proposal and to determine their choice of studies.
The Eiffel grant cannot be combined with another grant from the French government, nor with an Erasmus + grant, nor with a grant from the Agence Universitaire de la Francophonie.
If a laureate finds himself in this case, he will have to renounce one of the two scholarships. If he renounces the Eiffel scholarship, he must inform Campus France, operator of the Ministry in charge of foreign affairs, by email.
Presentation of candidatures:
- French higher education institutions preselect the candidates that they present to the Eiffel program among the best foreign students whom they wish to welcome in training.
- Establishments complete, and then submit online application (The application files are specific to each component). They must ensure that they present files that meet the criteria defined for this program. The total duration of the training, the compulsory internships in France or abroad, must be clearly indicated in the application file. Each establishment cannot submit more than 40 applications per field for the master’s section. Incomplete application files will be rejected.
- Until January 8, 2021, latest deadline, the establishments communicate to Campus France list of applications submitted online This digitized document must include the establishment’s stamp as well as the signature of the head of the establishment (university president or school director), or his representative.
